Sometimes when you can't sign into Page Builder the cause may be zero space in your file manager. If you go to your file manager and scroll down to where your space is shown you might see this:

Disk Space Usage Used: 0.0 MB Available: 0.0 MB Total Allocated: 0.0 MB

This is a GeoCities' problem. To try and get help go to http://help.yahoo.com/help/us/geo/gfiles/gfiles-19.html, scroll down and click the "No" button. Then fill in the follow boxes on the email form to GeoCities:
